Features of state management of joint medical and health-improving entrepreneurship (on the materials of Primorsky krai)

In the context of the liberalization of Russian foreign economic activity announced in 1992, along with the influx of foreign investments into Russia, the process of creating joint ventures in various types of economic activity intensified. In the border regions of the Far East in the last 10 years, there has been a high dynamics of development of a very specific health and wellness business with the participation of Japan, the Republic of Korea, Vietnam, China and other neighboring countries, which determines the need to improve the state policy of regulating the processes of their creation and functioning. This article presents the results of a study of trends and problems of solving this priority task to ensure the health of the Far Eastern population, using the example of Primorsky Krai. The authors have analyzed their organizational and legal form, the composition of the founders, the structure of the services provided, and the financial results obtained using official statistical data, as well as reporting information of joint medical and wellness enterprises over the past 10 years. Special attention is paid to the identification of shortcomings in the current system of regional management of public health institutions. Based on the conducted interviewing of a number of heads of joint health-improving enterprises, representatives of the Ministry of Health of Primorsky Krai, a fundamentally new scheme of state management of joint health-improving entrepreneurship at the regional level is proposed.
