Fundamental principles of interrelations between subjects of budget costs

Budget costs for consumers' services financing according to BOR (Budget Orientated towards Resulting) model are realized by different subjects of budget relations that are ruled by the process of realization of their authorities and functions as per the fundamental principles determined in the article.
