Determining the level of digital infrastructure development in the region: method and comparative analysis on the example of the territories of the Russian Arctic

The purpose of the study, the results of which are presented in this article, is to develop a method for calculating the level of digital infrastructure development for doing business in the region and a comparative analysis of this indicator using the example of two regions of the Arctic zone of the Russian Federation: the Murmansk region and the Yamalo-Nenets Autonomous District. The relevance of the research topic is confirmed, on the one hand, by the special role of the Arctic zone of the Russian Federation in the country's economy and the current problems of the socio-economic development of the northern territories, on the other hand, by the unfolding processes of digitalization of the economy in general and business, in particular. The author proposes a refined concept of “digital infrastructure of the region”, and substantiates the choice of indicators characterizing the digital infrastructure of the region. An integral indicator for assessing the level of development of the region’s digital infrastructure has been proposed, a comparative analysis has been carried out, and recommendations have been developed for increasing the level of digital infrastructure development in two regions of the Arctic zone of the Russian Federation.
