Over twenty years ago, the direction of training HR managers began to develop in Russia. The innovation of the professional direction at that time was taken as the leadership of human resources in production. It should be noted that even before modern times most of the heads and employees of various management levels do not see the difference in personnel management as a separate professional course and management as a business process management in an enterprise. In the modern period, the social manifestation of “personnel management” has established itself as a professional direction and tool for the implementation of personnel improvement at the state level and enterprises. As a result, professional societies in this environment have experienced difficulties that impose the highest standards on personnel management staff and their qualification characteristics.
