Assessment of scientific work

Three directions of the paradigm shift in the evaluation of scientific work are considered: publication activity, awarding academic degrees, working conditions of scientists. The shortcomings of the existing systems are characterized and measures to eliminate them are proposed. The evaluation of scientific activity according to the criterion of the Hirsch index is critically considered. The shortcomings in the system of automatic verification of scientific materials for the presence of plagiarism are indicated. It is proposed to change the procedure for defending dissertations and the procedure for awarding the degree of Doctor of Sciences. The necessity to change the requirements for scientific publications is substantiated. The problems of training scientific personnel are considered.
