On consistency of public policy institutions

The increased transparency of public administration in Russia requires the effective use of feedback tools, which allow the authorities to capture trends in the development of social processes, produce a correction of administrative decisions, and the public to influence the formation of the "agenda", to participate in solving socially significant problems and control the quality of their decisions. Civil society increasingly request for a well-functioning institutions of the interaction. In the current environment, civil society acts as a kind of "indicator" of quality of the institutional environment of the political system, showing how deeply and organically it represents the democratic principle. We have proposed a new criterion - the viability of the institute of public policy. The description of this indicator and examples of its calculation for two regions are given.
