On the ratio of uncertainties in the information-time dyad and the value of its constant

The relation of uncertainties in the information-time pair for the quantum level of information representation and registration is considered. The conditions providing the possibility of registering information carried by the microstate of the system are discussed. A constant is naturally introduced that characterizes the relationship between the uncertainty (inaccuracy) of measuring the result of generating and/or exchanging information with the duration of this process at a given temperature.
