Different concepts concerning Finish emigree government formation at the end of the Second World War are considered. Based on the Finish, Russian, and German sources the author studies a problem of alternative to official Finish leadership “new governments” in 1942-1944. It is stressed that the countries of the anti-Hitler coalition (USA, USSR) were not particularly interested in the formation of the Finish government-in-exile. The initiative of such establishment mostly belonged to the political elite of Finland. Germany, on the other hand, being interested in polarization of the country, pressed not as much for a new government but for the toppling of the exciting regime by means of the coup d’état carried out by the fascism supporting group. The Germans were interested in the establishment of the Nazi dictatorship on the territory of Finland.
