About some methods and mechanisms for solving problems of security of the educational environment

Introduction: currently, the education sector, more than ever, needs protection and security from various negative phenomena, often of a criminal nature. This is confirmed by the recent tragic case of school shooting, which occurred in May 2021 in Kazan, when a schoolboy committed a mass murder of students and teachers. Previously conducted scientific research has shown the scale of the covered issues. In this article, the author addresses the study of methods and mechanisms for solving some problems of the security of the educational environment. Materials and methods: the normative basis of the study consists of legal acts at the federal level, for example, the Constitution of the Russian Federation, letter № 07-3735 of the Ministry of Education and Science of the Russian Federation dated November 13, 2015 “On the direction of methodological recommendations”, and at the regional level, for example, Resolution № 38/33-ZS of the Legislative Assembly of the Irkutsk Region dated May 18, 2016 “On the report of the Commissioner for Children’s Rights in the Irkutsk Region on the observance of children’s rights”. The methodological basis of the research is expressed in the general dialectical method of scientific cognition, which is characterized by its universality. The research also uses methods of logical deduction, induction, cognitive methods, comparison, analysis, generalization and description. The results of the study allowed us to turn to the study of methods and mechanisms for solving some problems of the security of the educational environment. Depending on the possibility of solving the problem, all the negative factors affecting the education system, the author divides solvable problems (for example, the lack of teaching staff) and unsolvable problems (for example, the inability to prevent the impact of all threats to the security of the educational environment). In turn, depending on the subject solving the problem, it is possible to distinguish problems solved by state and municipal authorities (for example, insufficient and untimely inspections conducted in relation to educational organizations on issues of ensuring the safety of the educational process); problems solved by educational organizations and teachers (for example, the difficulty of obtaining additional professional education or advanced training by teachers working in remote territories); problems solved by the population (for example, legal illiteracy of the population). Mechanisms of their leveling are proposed for each of the highlighted types of problems. Findings and conclusions: the author’s description and disclosure of ways to solve the problems of the security of the educational environment allows us to conclude that this work has scientific potential, which can be used by the relevant subjects involved in the development of state programs to ensure the security of the educational environment.
