Liberty of discussion in the Internet nowadays: methodology, theory and practice

Introduction: the article analyzes legal grounds, principles, limits and the mechanism of restricting freedom of speech in the Internet. Materials and Methods: the methodological basis of the research were general academic (induction and deduction, analysis and synthesis, modeling) and special methods (hypothetical-deductive, axiomatic and semantic). Results: the author does not deny the legal restriction of information in the Internet in favor of society and the state, but with the unconditional recognition and observance of the right of citizens to freedom of speech and the right to receive reliable objective information. Discussion and Conclusions: the author comes to the conclusion that under modern conditions of active development of cyberspace the constitutional right of citizens to freedom of speech and the right to receive reliable objective information is undergoing a significant transformation, and the organizational and legal mechanisms and social technologies for its implementation are becoming more complex.
