On global crisis of capitalism, its determinants and new period of Russia development

Internal and external determinants of the global crisis of capitalism are identified in this article. It covers the bases of a highly complex system of public administration and social self-government. A new socio-economic formation, being human-and-personality oriented economy, is substantiated.
