Independent assessment of the quality of management of the general education system: experience and prospects

The article provides an analysis of the results of motivating monitoring of the assessment of management of municipal education systems as an element of the system, which at the present stage of development, through open statistical forms and data, allows for an assessment of management mechanisms, regardless of the departmental affiliation of the researcher. Using the example of the Krasnoyarsk Territory, methods for analyzing the results of motivating monitoring are proposed, which make it possible to determine possible changes in the management of the education system at the municipal level, and to use the option of data analysis when conducting certification of managers in the education system. The methodology for motivating monitoring proposed by the Ministry of Education of the Russian Federation is based on the rating of municipalities. The basis for constructing the rating is the ratio of the indicator values of each specific municipal entity to the normative value, or to the best in the subject of the federation. Such an approach today is unique for the system of independent assessment of the quality of education in the context of management. Previous experience, for example, of an independent assessment of the conditions for organizing educational activities, presupposed and presupposes an all-Russian rating. Rating of educational organizations specifically in a municipality makes it possible to take into account regional characteristics and issues, which creates an objective basis for understanding the complexities of developing the municipality’s education system and determining the vector of change.
