Non-observed economy: factors of development and regional counteraction program (on the example Altai region)

The article is devoted to research of causes and factors of development of non-observed economy. The existence of a systematic approach to studying these phenomena serves the purpose of improving the efficiency of economic policies of the State and its regions. The article presents an integrated regional program to counter the non-observed economy and economic crime in Altai region. The adoption of the Program will strengthen the normative legal framework for overcoming negative socio-economic phenomena, extend its experience to other regions.
