Some aspects of the concept «e-government»

The article deals with the contents of the concept «e-government». The author points out that «electronic government» should and can go beyond providing public service in electronic form or performing the functions of the state making decisions by means of electronic documents circulation. It is assumed that the concept «electronic government» should be based on principles and methods of implementing state power and state management rather than on computing technology, information systems and information and communication technologies. State effectiveness increase should be emphasized.
