«Not for printing»: the «Purges» of the specialists as a tool of the Bolsheviks' policy in 1928

In the article the documents of paperwork of Politburo of the CPSU (b) reflecting the process of decision making and realization of the secret inspection directed against specialists of the administrative apparatus of Soviet industry and transport are represented. The secret inspection was the major part of the Soviet leadership's actions in the struggle against «economic counterrevolution» and «sabotage» («vreditelstvo») in connection with the so-called the Shakhty affair. Based on the documents mentioned above, the author shows the secret character and some features of the purges of the «bourgeois experts»which took place in the second half of 1928.
