This article is devoted to the problem of mutual relations between the government and the society in the first decades of the Soviet rule. The main emphasis is put on the role of town in our country's life, socio-economic transformation, intellectual wealth, public moods. There were some negative phenomena, which affected the spirit of people and formulated primary state goals.
