The author notes that, along with intensive school construction, increase in the number of students and improvement of teacher training quality, there was a high turnover of teachers and students, poor academic performance, high dropout rates among pupils and catastrophic lack of kindergartens. It is concluded that higher and secondary educational institutions played an important role in personnel training, but did not fully meet the needs of the oblast for qualified specialists, most of which continued to come from the central regions of the USSR.
