Methodology for indicator assessment of youth labor market development

For the purpose of diagnosing the development of the youth labor market, the article proposes an indicator assessment technique tested on the materials of the Republic of Crimea, which is based on the method of socioeconomic zoning. The main stages of the proposed methodology are: determining the scope of differences in the regional youth employment index (Iye) between labor markets, which includes the following indicators: youth participation in the workforce, youth employment rate, youth unemployment rate, number of employed youth; the identification of the characteristic (specific) features of the youth labor market taking into account the territorial and sectoral specifics of microregions; the implementation of a typology (grouping) of regional youth labor markets throughout the republic, taking into account the analyzed youth employment index and the sectoral specifics of the identified microregions. While implementing the first two stages, the presented microregions were divided into two main groups: leading (leaders) and lagging (outsiders). This subdivision is based on the distributing of indicators into «stimulating indicators» that promote the development of the youth labor market (level of youth participation in the workforce, youth employment, youth employed) and «destimulating indicators» that create restrictions for its development (unemployment rate youth). In the process of implementing the third stage, a typology (grouping) of youth labor markets is proposed taking into account the analyzed regional youth employment index (Iye) and the industry specifics of microregions for 2010 and 2018. It is recommended to take into account presented typology when developing programs for developing the labor market and promoting employment in order to effectively implement a set of key measures by substantiating targeted recommendations.
