Place and role of the state council in the formation of the power system of the Republic of Dagestan

The article attempts to identify and analyze the role of the State Council as one of the key institutions in the formation of the power system of the Republic of Dagestan. The paper focuses on the place of the State Council in the system of higher organs of state power as a collective head of the republic, and at the same time of the executive power in the period of transition from the Soviet system to political democracy.
