Local government: results of a five year reform

The article is devoted to summing up the ??ive-year reform of local government institution (based on the results of a survey of heads of local administrations). It is shown that, along with the positive results achieved during the transformation a number of problems remain unresolved. The most signi??icant one is the lack of ??inancial autonomy of municipalities and the low ef??iciency of interaction of strategic subjects of territories development.
