Personal resources of the municipal employee are considered in the context of their impact on the effectiveness of management of municipal society. The article focuses on the structure of the personal resource, the dynamics of its formation and system characteristics. The success of management activity is provided, first of all, by such qualities of the municipal employee as subject activity, a social orientation and a variety of administrative processes.
