Complex approach towards definition of disability

There is no single holistic approach to addressing disability issues in the context of overall development. In some studies, persons with disabilities are classified as minority groups because there are physical barriers that prevent their full and effective participation in society. In other studies, the thesis of the need to protect the rights that all people have, regardless of whether they have a disability or not, is fundamental.
