Comprehensive assessment of projects of small innovative enterprises at universities in the digital economy

The article briefly discusses the essence of the requirements for writing business plans, and also on the basis of the analyzed data, the author’s business model for small innovative enterprises at higher educational institutions (SIEHEI) is proposed according to the developed comprehensive methodology for the economic evaluation of innovative projects (СMEE IP). This comprehensive methodology is based on a value-based approach to the developed high-tech products and includes four blocks of analysis: marketing, financial, unit economics analysis and intellectual property assessment. The priority of the compliance stages, which consist in identifying the “consumer profile” and the “product value map”, the positive reaction of innovators consumers at the appropriate opportunity, and the development of an effective business plan, is set and studied. Also, among the listed methods, author’s approaches to their assessment were developed: an axiological scale (AS) for the value of the consumer, taking into account the importance of the properties of the product-novelty and AS for intellectual property.
