To the issue of the uncertainty of the legal status of eco-technoparks in the Russian Federation

Based on the analysis of federal and regional legislation, draft regulations, acts of international organizations, scientific papers in the field of ecology, management and law dedicated to eco-technoparks, the concept and significance of eco-technoparks as an element of the integrated waste management system is considered. Based on the study, it was concluded that the legal status of eco-technoparks in Russian legislation does not differ in a sufficient degree of elaboration: the criteria and conditions for their organization, requirements for management companies and residents of such parks, measures of state support have not been developed. The paper proposes to consolidate the concept of an eco-technopark, the specifics of their organization and activities, the requirements for the management company and residents of the eco-technopark in the Federal Law "On the Industrial Policy of the Russian Federation". The author believes that the harmonization of Russian legislation in terms of building uniform requirements and criteria for eco-technoparks, as well as measures of state support in relation to entities operating within eco-technoparks at the federal level, will more effectively contribute to the creation of a system of eco-technoparks in the Russian Federation than the development of normative acts on eco-technoparks in individual constituent entities of the Russian Federation.
