The article is devoted to religious and philosophical views and activities in the field of national education of an outstanding statesman, Minister of Public Education (1824-1828), and a distinctive thinker Alexander Semyonovich Shishkov (1754-1841). The issues of national education and moral education are mainly addressed, to which he paid special attention during all periods of his state activity, as well as in his programmatic essays “Discourse on the old and new syllable of the Russian language” (1803) and “Discourse on love for the Fatherland” (1811). During the consideration of the main stages of the intellectual biography of the thinker, the activity of Shishkov as Minister of Education is the most revealed. The main task of public education and upbringing he saw in putting in the soul of the child “fire of national pride”, “fire of love for the Fatherland”. Shishkov's conservative ideological position at the head of the Ministry isn't interpreted as an embodiment of ignorance and vested interests, but as an attempt to form a new type of education - based on traditional Russian principles of Orthodoxy, autocracy and class and opposing Western European revolutionary and atheistic doctrines. As an important expression of the educational concept of the thinker, it is considering his the introduction of the Censorship Charter of 1826, which formulated the key issues of education and upbringing of youth, internal security and management of public opinion
