Evolution of parliamentarism: historical forms and universal characteristics

The article is concerned with the study and definition of historical forms of the institute of parliamentarism. New periodization of parliamentarism evolution is proposed by the author. Particular attention is paid to the identification of parliamentarism universal features at different historical stages of its development.
