Shadow employment in Russia: economic challenges

The paper deals with informal employment in Russia. It reveals legal and economic reasons for workers to move into the informal sector of the economy, describes positive and negative effects of informal employment both at the level of employees and at the level of the state. The normative acts aimed at reducing the level of shadow employment are considered, and also a number of measures contributing to legalization of shadow labor relations are suggested.
