Permitted and real recreational use of land resources in the lake Baikal: power, tourist industry and the population (on the example of Slyudyansky district of the Irkutsk region)

The article addresses the problems of tourist land use on the example of the Slyudyansky municipal district of the Irkutsk region, which is one of the most recreationally significant Baikal districts. The authors carry out a territorial analysis of the real and permitted recreational use of lands of various categories for organizing tourism and recreation at the lower precinct level. The study focuses on the framework conditions for tourist and recreational development of the study area, which are determined by the special environmental regime of the central ecological zone of the Baikal Natural Territory (CEZ BNT) and the prevailing economic use. Tourism in the CEZ BNT is accepted as defining further socio-economic development and the most environmentally tolerant type of economic and economic activity, along with the production of clean drinking water and environmental activities. The authors reveal that tourist and recreational development under certain conditions can combine or conflict with the economic functions already assigned to territories (agriculture, forestry, etc.). The consequences of this are the environmental and economic contradictions of territorial development.
