The article deals with normative and legislative regulation of relations between civil governors and public chambers at the end of the 18th - the first third of the 19th century. The author stresses that improvement of the legislative basis resulted in coming over the departmental disunion and in establishment of the rational principles in the local governmental system. The growth of governor’s power corresponded with the principles of the internal policy of Nicolas I who wanted to make an executive power stronger, and to create such a mechanism of governing which would unite the unlimited monarchy with the modern norms of activity of administrating institutions.
