State and credit and financial cooperation

The article discusses the difficult way of forming and developing the saving, loan and credit unions. It considers the role and place of the government and local authorities at the turn of the twentieth century. The author writes that the Russian government contributed to their development, and, at the same time, kept control of these peasant societies being afraid of opposition behaviour.
