State control of local self-government

In this article, the author analyzes the features of state control over local governments. In the work, the author concludes that Law No. 131-ФЗ with respect to local self-government bodies and officials established a similar procedure for legal entities and individual entrepreneurs of state control (supervision). This procedure is designed to exclude the arbitrariness of inspections, minimize their number in the absence of special grounds (no more than one check in two odes), prevent simultaneous inspections by different government agencies, etc. The application of this approach in its legal ideology fully corresponds to the essence of local self-government, independent of the state.
