State management of modern socio-economic development: myths and reality

The concept of “strategy” in relation to the sphere of public administration has been used relatively recently, which was a consequence of the lack of demand for long-term modeling in management practice. Over time, the practice has convincingly proved that only the economy managed on the basis of long-term planning can produce economic growth and stable development. Liberal and neoliberal approaches have failed. It is an active state policy in the sphere of economy that is currently the key to ensuring the competitiveness of the national economy. At the same time, there are six strategic approaches implemented at the state level to the management of economic processes. The task of ensuring the national economic security of Russia at the current stage makes it necessary to reconsider the direction of the ongoing service restructuring, placing a bet on the development of manufacturing industries. Such a reorientation would allow Russia to reduce the degree of economic dependence on external factors, and thus ensure sustainable development. Modern social and economic development should be carried out within the framework of the strategy of advanced development and begin with the system of strategic planning. The latter is designed to ensure the use of available resources in the economy of the state, corporations, the banking sector, companies for the modernization of production and the formation of a new technological structure.
