The state assembly of Republic of Mordovia of the second convocation (1999 - 2003): challenges and answers

The article deals with the history of parliamentarism in Mordovia. It is distinguished three stages in it development: formation (1906-1917); Soviet parliamentarism (1917-1994); post-Soviet parliamentarianism (1994 - to present time). Fundamental changes in the structure of state bodies of the Republic of Mordovia took place in February 1994. On 15 February, the Supreme Council of the Republic of Mordovia adopted the Law «On state authorities of the Republic of Mordovia», which actually abolished the Supreme Council of the Republic of Mordovia and formed the national Assembly and the government of the Republic of Mordovia. According to article 1 of this law «The national Assembly of the Republic of Mordovia is the representative and legislative body of the Republic of Mordovia». January 24, 2015 new Parliament of Mordovia has started its work. The state Assembly of the Republic of Mordovia of the 5th convocation (2011-2016) is working in present time. The article analyzes the peculiarities and results of operations of the State Assembly of Mordovia Republic of the 2nd convocation. It is shown, that the main priority of the parliamentarians' work was the removal of contradictions between Federal and regional legislation.
