State regulation of innovations as the main tool for the development of agriculture in the Republic of Sakha (Yakutia)

State regulation is a normative set of measures and other actions that the state uses to solve problematic issues in the areas of economics and to correct economic processes. One such issue is the need to improve the food security of the country's population through sound agricultural protectionism policies. The basis for food security in any country and region is its own agricultural production. No country can do without food imports, but food self-sufficiency is one of the main provisions of the Russian Food Security Doctrine. The role of the State in addressing the issue of improving the level of food security is to create stable reproduction on the basis of scientifically sound methods and mechanisms used in agriculture not only at the federal but also at the regional level. The current state of agriculture in Yakutia is characterized by outdated technologies, almost completely worn out fixed assets, staff turnover, and this impedes the effective functioning of the industry. The purpose of the research is to develop recommendations on state regulation of agriculture with a reorientation of its support in the direction of measures that contribute to the intensification of production and the introduction of innovation. The state, as a regulator, should review the provisions of state support and regulation of industries and determine modern and effective mechanisms that ensure economic growth and development. The reorientation of state regulation methods to innovative areas will stop the decline and ensure the scientific and technological development of agriculture.
