Public and private funding of universities in the Russian Federation and in the OECD countries

The article is devoted to the specifics of financing higher education in Russia and in the OECD countries. A comparative analysis of the state of financial provision in Russia and the OECD countries confirms that the financing of Russian higher education has a number of significant differences. An obvious lag is noted in terms of the share of spending on higher education as a percentage of GDP, which is largely due to the relatively low share of spending on higher education in total government spending. The study also shows that the ratio of the volume of financing of higher education in Russia is similar in structure of costs to other countries, but their absolute (cost) values are two times behind the average level of the OECD countries.
