State tourism policy of the Russian Federation: the tool improvement and extension

The article considers the state policy implementation of the Russian Federation in tourism. Particular attention is paid to the results of implementing the public-private partnership principle using the cluster approach as the main tool to increase the tourism attractiveness for private investment. The article characterizes the problems hindering the full realization of the tourism potential of the Russian Federation at the domestic and international tourism markets. The author justifies the need to avoid the declarative principle of state support receiving and focusing efforts on territories with the greatest tourism potential for creating competitive tourism products of the Russian Federation, and presents the results of ranking the subjects of the Russian Federation by the quantitative aspect of tourism development processes. Based on the Government’s Guidelines for the period up to 2024 and Tourism Development Strategy of the Russian Federation until 2035, the article formulates theses on changes in the state tourism policy implementation, highlighting six complementary approaches. To increase the efficiency of the tourism state policy implemented, the author gives proposals to expand industry development tools and measures to support entrepreneurial and public initiatives, considering international experience in the tourism sector strategic management.
