Generals-governors in the Russian empire as subjects of administrative activities in the XIX - the early XX century

The article contains the analysis of personal and professional characteristics of the generals-governors in Russian Empire on the basis of quantity indicators. The author managed to prove the uniformity of the personnel policy of the Russian emperors which concerned this group of the highest regional officials; he points that such a policy has led to their estate isolation and corporativism.
