Formation of the growth pole search methodology of regional innovation systems

Until now, the processes of determining growth poles for the socio-economic development of regions remain insufficiently studied. The lack of appropriate evidence-based methods hinders the optimal development of regional innovation systems, reduces the innovative potential of the territories, and impedes regional development in general. The topicality of the article is stipulated by the necessity to study the development processes of the regional innovation systems, to substantiate the methodology of the regional growth poles formation, to provide the use of perspective opportunities of the Russian territories. A methodology for identifying economic growth poles in Russian regions is proposed in in this study. By identifying individual spheres of innovation and their actors, it is proposed to identify territories that are in the process of forming a mature regional innovation system, or vice versa, areas that do not possess any potential spheres that could become the center of their economic and social development. The proposed method is characterized by conciseness and reliability.
