Activities of special commandant's offices of the Irkutsk regional executive committee's public order protection department in 1966-1968

Introduction: the article deals with the activities of special commandant offices of the public order protection Department of the Irkutsk Executive Committee of the regional Council of workers ' deputies in 1966-1968. We study the management decisions of the managers of the UOP in terms of the organization, operation and liquidation of these institutions in the region. We study the normative legal acts regulating the regular construction of special commendations, the grounds for their creation and liquidation, and material and technical support in the studied region. Materials and methods: the research materials were articles by scientists, norms of the legislation of the USSR and the RSFSR, departmental acts of the NKVD-MVD-MOOP of the USSR(RSFSR), archival documents. The methodological basis of the research is a set of General scientific methods, such as analysis, synthesis, comparison, and special methods -historical-legal, system-structural, and comparative-legal. Results of the study: the process of gradual changes in the legislation of the USSR and the RSFSR regarding the use of forced labor without deprivation of liberty is presented; the process of applying criminal law and extrajudicial (repressive) norms of the Soviet state in relation to persons held in special settlements in the Irkutsk region is reflected. Some aspects of the functioning of special commandant's offices in the management system of public order protection in the region under consideration are highlighted. Findings and conclusions: special commandant offices operating on the territory of the region from the control apparatus for the repressed, as a result of the transformations, by the 60s of the last century, were transformed into institutions for the execution of punishment in the form of forced labor, being a significant factor affecting the state of crime and responding to the desire of the Soviet state in the development of industry in Eastern Siberia.
