Competence in defectology of children’s librarian and teacher

The author's program of occupational retraining of staff of libraries for effective pedagogical work with handicapped children is presented in article. The program is constructed on the basis of organic synthesis of knowledge of library science and defectology. The program of “Library and Sotsionomiya” promotes increase of competence in defectology of children's librarians, helps implementation of a state policy of Russia concerning handicapped children.
