Debate on the prospects for overcoming the agrarian crisis in the late XIX century Russia

Representatives of the highest Russian bureaucracy were in agreement that the immediate cause of the deepening agrarian crisis was the decline in agricultural prices. Leadership of the Ministry of Agriculture and State Property has formulated a program of government measures aimed at mitigating price fluctuations; however, Finance Minister Witte believed such measures futile and, in fact, blocked these initiative.
