The relevance of the present study is driven by the need to adjust the system of economic management in the region. In this work the methodological guidelines, and are shaping the modern way practical evolutionary transformation of the system of economic management in the region. The region is considered as a quasi-Corporation, a major subject of ownership and economic activity that provides increased efficiency, innovation, competitiveness and social attractiveness of the area. As such the regions become participants of competition in the markets for goods, services, capital, thus raising the standard of living of the regional community.
