Analysis of the structure of expert groups to assess the efficiency of their activity

The article presents the assessment of quality of the work performed by the expert groups that are involved in the analysis of projects, research results, social processes, etc. To obtain a quantitative assessment of the expert group efficiency, an analysis of the scientific expertise process was carried out. It is shown that an objective measurement of the efficiency of such an examination can be obtained only by analyzing the expert group structure. The analysis methodology is based on the idea of evaluation the distributive laws offactors specifying the work of experts. The efficiency of the proposed methodology is confirmed by the performed analysis of the dissertation councils’ structure.
