Algorithm and indicators of evaluation of agrarian policy efficiency in the sphere of food security of the region

The article substantiates the author's method of analysis of the regional food security and its approbation on the example of the Southern Federal District. The author's goal was to develop a comprehensive universal method of analysis of the regional food security. To achieve this goal the following steps were required: to develop a system of indicators to measure food security at the regional level; to define criteria for assessing regional food security; to synthesize model analysis and evaluation of food security in the region. The paper presents an algorithm for the phased application of methodology for assessing regional food security. The recommended indicators and criteria for assessing regional food security are consistent with the parameters defined by the Doctrine of food security in Russia, and take into account the requirements of the WTO. The proposed method was tested on data from the largest regions of the Southern Federal District, which allowed a comparison of the level of food security in the regions of the spatial and temporal perspective. Comparison was made on the basis of an integrated assessment of the level of food security in the regions. The theoretical significance consists in the meaningful complement to research models and tools for analysis of food security at the regional level of the economy in terms of justification of indicators and criteria for assessing food security in the region in terms of Russia's participation in the WTO. The practical significance is in developing and testing the proposed method based on an assessment of indicators of food security in SFD.
