За пределами статистики: качественное исследование трансформации первичного сектора экономики в постсоветской российской Арктике

Сегодня российская Арктика находится в эпицентре экономических, экологических, социальных изменений. Вместе с тем периферийность территории, её сильная замкнутость на отрасли первичного сектора делает её крайне волатильной к подобным сдвигам. Рассматриваемые в исследовании трансформационные процессы относятся к постсоветскому периоду (c 1991 г.), когда были зафиксированы значительные изменения экономических показателей. Основная цель исследования заключается в выявлении характерных черт и особенностей современных трансформационных процессов в первичном секторе экономики российской Арктики. Статистические методы не дают полную картину трансформации, поэтому ключевым методом исследования выбран метод экспертного опроса. Результаты исследования демонстрируют доминирующую роль первичного сектора, а особенно добычи полезных ископаемых, в арктической экономике и сильную зависимость ключевых регионов от этих отраслей. Были выявлены ключевые факторы и причины трансформации, особое место нефтегазового комплекса и роль традиционного природопользования в первичном секторе экономики. Несмотря на положительную роль диверсификации для долгосрочного экономического развития, сильного позитивного эффекта в арктических регионах не наблюдается. Главная методологическая новизна статьи - это открытая возможность глубокого исследования первичного сектора экономики на региональном уровне. Использованные в статье методы могут быть применены также к другим странам и отраслям экономики.
