Defining the strategic priorities in the regional innovation system development of the Republic of Crimea

Sustainability and further development of Russia’s economy depends on the efficient development of its regions. As the economic development is currently decentralized, the scale and direction of changes happening in regional economic complexes are defined by the priorities and strategic vectors of regional innovation development. The article focuses on the theoretical basis, methodological approaches and practical recommendations on establishing regional innovation systems (RIS). Though researchers mostly consider RIS in the economic context, it is also reasonable to take into account social factors as innovation is primarily a result of social interaction among economic actors. The notion of RIS originates from the synthesis of the ideas suggested in the works by M. Gertler, F. Kook, N. Migay, J. Naysbit, L. Fedulova, K. Frimen and others and is defined as a complex, open, dynamic and organized socio-economic system comprised of the regional enterprises, institutions, organizations, governmental bodies and local authorities interacting with one another for the purpose of generation, dissemination and use of new knowledge and technology, manufacturing and selling of innovative products and services...
