Analysis and forecast of competitiveness of Russian investment equipment in the foreign markets

The conducted research was aimed at developing and advancing methods of studying the impact of investments with a high share of costs of machines and equipment, scientific studies and developments for competitiveness dynamics of Russian investment equipment and construction of forecast options for its export. The studied groups of investment equipment were formed from high-tech, technically complex, and expensive types of products. The object of the study is the competitiveness of domestic investment equipment in the foreign markets. We considered the expansion of the export geography, which allowed exploring the competitiveness in the main (traditional) markets and in the growing (including new ones) markets of the far abroad countries. The authors have assessed the demand stability. The tasks, achieved in the reported study, are aimed at identifying the dependencies of quantitative assessments of competitiveness on quantitative assessments of investment factors, impact of which determines the pace and efficiency of the development of investment equipment production at Russian enterprises. The developed system of indicators allows obtaining quantitative, voluminous, and price estimates of investment equipment exports to the foreign countries and to assess and predict on its basis the pace of high-tech and technological development of this important branch of domestic engineering. The results of the study show a necessity to significantly increase spending on research and update of production equipment. The growth of knowledge-intensive investments will make it possible to expand the range of investment equipment with technological competitiveness on the global market. The conducted research has shown that the tools, existing and applied in the Russian Federation, allow us to ensure the constructive dynamics of factors affecting the competitiveness of mechanical engineering and its products. However, the resources that determine the impact of these tools are still insufficient.

The COVID-19 pandemic has struck the tourism industry all over the world significantly reducing industry’s revenue and number of jobs. It has had a negative impact on the global economy. In Russia, the tourism sector was one of the most affected areas due to the quarantine restrictions that made the government take several supporting measures to mitigate the coronavirus effects and restore demand for tourist services. It actualizes the problem of assessing economic effects after stimulating consumption of tourism goods and services, as well as identifying and justifying the development directions of Russian tourism in un ntific novelty of the research is to determine, on the basis of inter-sectoral modeling, the effect for the Russian economy from the implementation of the program of subsidizing domestic tourist trips - so-called tourist cashback. The results of the study have identified the importance of stimulating population’s demand for recreation within the country for economy and have found the territorial disparity problem in the distribution of the increase in gross output caused by Russian tourist’s consumption growth. As for the research methodological base, the author uses general scientific methods of analysis, synthesis, comparison, generalization, and tools based on input-output analysis methodology. Information base includes the works of domestic and foreign scientists dealing with tourism development problems in the post-crisis period, the assessment of its impact on economic parameters, as well as information from state statistics authorities, data from the World Bank, the World Tourism Organization, and the Russian Public Opinion Research Center. The prospects for future studies are related to designing regional tourism development areas that contribute to the increase in population’s consumption volume of tourist products and growing competitiveness of the latter.

Currently, one of the urgent issues for the Russian economy is to create conditions for the expansion of “smart” companies in the regions on which depend the society transition to a new type of technological structure, innovative development and the country's competitiveness. The hypothesis of the study is that some regions are more predisposed to the appearance of “smart” companies on their territories, while others do not have the appropriate conditions for developing innovative and digital technologies. To prove this hypothesis, the article reveals the concept of a regional 3D model of a “smart” company and offers a methodology for assessing regions' predisposition to the emergence of such organizations. A special feature of the author's methodology is an integrated indicator which is the result of the synthesis of graphical and analytical evaluation methods. The methodology allows identifying territories with favorable conditions for expansion of organizational ambidextrity, innovative development and companies' digitalization. It was tested in Russia's regions in 2010-2017. As a result, the paper has identified the typology of regions according to five criteria reflecting the predisposition to the emergence of “smart” companies, and has built their rating. The approbation of the author's methodological developments allowed establishing that industrially developed regions can be considered digitalization poles. The work shows that the Ural Federal District acts as a stable basis for the emergence and successful functioning of “smart” companies, as all its entities, except the Kurgan Oblast, fall into the top twenty territories favorable for their development. This pattern is not typical for other federal districts. In conclusion, the authors have determined principal development trajectories of the main elements of the 3D model of a “smart” company at the meso-economic research level in the following areas: “smart” personnel, “smart” environment, “smart” innovations and solutions.

The state has set a task to expand the production of high-tech civilian products for the enterprises of the military-industrial complex. Many defense enterprises are located in single-industry towns, which makes it relevant to analyze the mutual influence of the diversification of city-forming enterprises and cities' development. The purpose of the study is to assess the impact of the new model of diversification on the development of the territories of presence in the context of the nuclear industry. The research methodology is based on the principles of system analysis and institutional economic theory. The authors use the methods of analysis, synthesis, induction, deduction, and logical modeling. The basis is the theory of the social contract. The research proposes a three-level model of the social contract, detailing the interaction of an individual with three levels of public power - federal, regional, and local. The feature of the municipal part of the social contract for single-industry towns is highlighted: its third party is the cityforming enterprise that creates a number of basic benefits. In single-industry towns, where the nuclear industry enterprises are the main city-forming enterprises, the municipal part of the social contract changes: a state corporation becomes one of the contract parties instead of a city-forming enterprise. This is due to the introduction of a new model of diversification of the state corporation's activities. The authors prove that changing the social contract can give the cities of presence new qualified jobs, and state corporations can help to form a personnel reserve, fulfill the goals in the field of defense production diversification and the creation of new high-tech businesses. Testing the modified model of the social contract on the example of closed administrative-territorial entities of the nuclear industry revealed local governments' and the population's interest in it, the possibility of cities' long-term sustainable development, including improving the comfort of living. The results of the study can be used to develop strategic documents for spatial development, programs for single-industry towns' development, city-forming enterprises and holdings in various industries.

Labor productivity growth depends on various factors: labor potential quality and its use efficiency, improving management and working conditions at enterprises, updating material and technical base of enterprises and introduction of modern technologies in real economic sector, etc. In the study, we considered the impact on labor productivity of such factors as the loss of working time from industrial injuries. It is closely linked to the health-saving problem of working population, as in Russia, according to the statistics there is a super-mortality of working-age population, caused to a certain extent by unfavorable working conditions. The purpose of the study is to analyze the impact of working conditions on its productivity and to assess the potential GRP losses from workers' disability injured at work. The research used economic and statistical methods, grouping methods, and comparison methods. The information base for the analysis was the data of the Federal State Statistics Service and sociological monitoring on the assessment of population's qualitative characteristics carried out by the FSBIS VolRC RAS in the Vologda Oblast (no. = 1500). The article analyzes the dynamics of labor productivity in the regions of the Northwestern Federal District in 2005-2018, determines the share of the NWFD regions in the district's total labor productivity, evaluates health impact of employed population on labor productivity both on the basis of sociological data, and by grouping the regions by labor productivity and assessing the level of constant nervous tension, stress, the impact of production factors and other inconveniences of workplaces. The paper calculates the losses of gross regional product from disability time of injured at work. The authors prove that GRP loses from 17 to 26% in the presence of even a small number of disability days of injured at work. The practical significance of the research is to confirm the hypothesis about the influence of working conditions (the basic component of the integral indicator of the quality of working life) on its productivity which gives grounds for developing management decisions to pay special attention to the quality of workplaces.
