Статья научная

The planet watches a new planning phase of migration flows. In the era of economic globalization, restructuring of labor markets, social, cultural, political and economic transformations, the decision to migrate is linked to reasons such as the existence of pull factors in the destination, of a network linking origin and destination that minimize the constraints and dangers of the journey and, of course, economic aspects represented by the ability to achieve a “better life” with the gains obtained at the destination. It is clear that, although indispensable for the reorganization of the predominant mode of production in our society, the crisis we experience brings great challenges for the global economy. In this chapter, we analyze the importance of the female immigrant entrepreneurship that, faced with an economy that requires movement, could prove an economic and social potential that benefits from occasions and market segments little explored. This is because in the migration process, there may be new contexts for immigrants, which enables the development of its human capital. In other words, the material/intellectual accumulation of these individuals linked to its ability to reinvent themselves end up contributing to new economic arrangements.

Modern trends in the formation of human resources as a factor in sustainable development of China's economy

Krasova Elena Viktorovna, Yang Xin Xiu

Статья научная

The processes of human resources formation and development are among the topical areas of research on the growth of national economies. China, like other developing countries, is building an innovation economy, and considers its national human capital as a key factor in its further growth. China has the greatest amount of human resources among all countries of the world, which largely ensures its success in the global economy; however, birth control policy and other factors led to the emergence of several issues that may have a significant impact on the formation of human capital and further economic growth of the country. The purpose of the present study is to reveal modern trends in the formation of human resources of China by considering the demographic, urban and economic aspects. The paper defines the concept of national human resources, substantiates the urgency of a comprehensive research into the accumulation of human potential in a populous country such as China...

Статья научная

In recent years, due to the digitalization of the economy, there has been a rapid development of online commerce around the world. China is a global leader in online trade; the country demonstrates the highest volumes of the online sales market. The Russian online sales market is the most dynamic, Russia ranks first in terms of the growth rate of online retail. Within the framework of this study, we analyze the current state of online retail trade in China and Russia over the recent years, assess the contribution of e-commerce to the retail turnover of the two countries, identify factors affecting the active and dynamic development of this sector and promising directions for further development of online consumption in the context of modern socio-economic transformations. In the course of the research, we have found that the successful development of online retail in China is the result of an effective system of political regulation and stimulation of this segment, constant expansion and improvement of Internet coverage, improvement of e-commerce infrastructure and people’s financial situation. In Russia, the widespread use of the Internet, including on mobile devices, the transformation of consumer attitudes, requests and preferences, the increase in sales volumes of the largest marketplaces and online stores reflect large reserves and great potential for further growth and successful development of this sector. The main directions for further development of the e-commerce segment are as follows: improving the standard of living and quality of life, improving the infrastructure of online commerce, mainly in the direction of ensuring the security of online payments and other transactions, expanding the informatization of rural areas and their population, greening online consumption, improving the regulatory framework in the field of e-commerce.

He Xiongwei

Статья научная

In recent years, the ecological capital becomes the factor that has important influence on the economic development. To establish the ecological capital operation performance evaluation model and to make comprehensive measurement of regional ecological capital operation, we can effectively measure the regional ecological and economic coordination degree and provide relevant basis for formulating the regional economic development and environmental protection policy. In general, there are few scholars making research on ecological capital operation; and also there are some disputes on the connotation and mode of ecological capital operation. Therefore, on the basis of domestic and foreign scholars’ research, and taking Poyang Lake Eco-economic Zone in China as an example, the regional ecological capital operation performance evaluation index system was established from three dimensions including economic value, ecological value and social value in this paper. The paper combines the expert evaluation with objective weighting method and entropy evaluation method to jointly confirm the index weighting, then to construct the regional comprehensive capital operation index, therefore to perform empirical analysis of regional ecological capital operation...

Risk assessment of urban sectors to climate change in Istanbul

Risk assessment of urban sectors to climate change in Istanbul

Aygn Aysun, Baycan Tzin

Статья научная

The aim of the present study is to investigate the risk of climate change on Istanbul. Istanbul is the largest city, in terms of both population and economic activity capacity, in Turkey meaning that any climate-related risk would be destructive not only for the city but also for the country. The urban system has been identified based on urban sectors that are the issues of activities, management areas, ecological systems, resources and species and critical for economic viability and public health of the city, also likely to be affected by climate-related disasters. 11 urban sectors and 25 sub-sectors, which are also presented as planning areas, have been determined considering the development strategies of Istanbul as water resources, health, energy, agriculture, transportation, development and land use, public safety, infrastructure, biodiversity and ecology, culture and materials. ICLEI’s handbook titled “Preparing for Climate Change: A Guidebook for Local, Regional and State Governments” guided the risk assessment of these planning areas and sectors. The data has been obtained via in-depth interviews with city stakeholders and the sectors have been ranked considering the risk factors of each. The results of this study reveal the urban sectors that are under the greatest and lowest risk due to the impacts of climate change. Highlighting the climate change risk on vital sectors of Istanbul is essential for decision makers to develop further strategies to mitigate the impacts of climate change and adapt the upcoming impacts.

Social movements as networks of meanings: constructing a mental map of the 2012 antinuclear movement campaign in Japan

Social movements as networks of meanings: constructing a mental map of the 2012 antinuclear movement campaign in Japan

Nomiya Daishiro, Sugino Isamu, Murase Risa

Статья научная

Social movement is a battlefield of meanings; a movement campaign contains a cluster of diverse meanings given by those participating in the campaign. Stimulated by such theoretical concepts as “network of meanings”, scholars have attempted to seize the collective meaning attribution process and resultant meaning clusters, as well as central/dominant and peripheral meanings in social movement campaigns. However, such a meaning cluster in the actual movement campaign has never been captured to date. This paper is an attempt to draw what we call “mental map,” mapping a cluster of meanings the movement campaign accommodates. Employing network analysis technique, we draw a network graph showing a cluster of meanings present in the movement campaign. We used the 2012 anti-nuclear movement campaign in Japan as a research site where we collected empirical data. The analysis of the 2012 network graph clearly showed central meanings considered to dominate the signification process of the 2012 campaign and a cluster of meanings that constituted a subset in the entire web of meanings. To ensure the capability of our research technique to differentiate meaning clusters from one movement campaign to another, we compared the 2012 campaign against the 1954 campaign. The differences were stark: the 2012 campaign was strongly driven by motherhood mentality to protect children and a concern over local environments, while the 1954 campaign dominantly drew its signification from collective memory of Hiroshima and Nagasaki and risk on food safety. The mental map approach can help us understand “why” of the movement campaign from yet another perspective; it can also assist us in understanding the change in the mentality and meaning attribution processes of social movements, as, given the data exist, it can be applied to the past campaigns.

Structural and institutional aspects surrounding Japanese self-initiated expatriates’ career opportunities in East and Southeast Asian societies

Structural and institutional aspects surrounding Japanese self-initiated expatriates’ career opportunities in East and Southeast Asian societies

Ishida Kenji, Arita Shin, Genji Keiko, Kagawa Mei

Статья научная

This paper investigates how Japanese SIE’s labor markets in Asian societies provide career opportunities for young Japanese workers. The number of locally employed Japanese workers in Asia has increased since the 1990s. Previous studies, which have relied on the Lifestyle Migration view, pointed that the primary reason for expatriation is self-seeking and that Japanese expatriates feel finding something worthwhile for their lives by expatriation at the expense of status attainment. However, these studies paid little attention to the demand-side aspects of Japanese SIE’s career, which directly determines their opportunities. This study aims to provide some empirical findings based on the structural and institutional accounts that are different from the previous studies. The authors analyze the interview data of staffing agencies and the salary data in Singapore, Hong Kong, Thailand, Indonesia, and China, which the Japanese expatriate workers are likely to choose as destinations. From the qualitative analyses of the interview data, the authors find four dimensions relating to Japanese expatriate’s labor market chances; market growth in the local society, the existence of Japanese community, legal restriction of issuing work permits, and the degree of localization of Japanese firms. According to these factors, it is possible to classify the five societies into two groups: one has a premium of Japanese self-initiated expatriate workers, and the other does not. The quantitative analyses using the salary data from a staffing agency also confirm the cross-society difference of economic remuneration. In China, Indonesia, and Thailand which are included in the former group, the salary of native Japanese workers is significantly higher than those of other worker types, but it is not in Singapore and Hong Kong. The authors discuss the differences between the present study and previous literature and the future research prospects in the concluding remarks.

The French economy between the COVID-19 pandemic and a new geopolitical situation: relapsing into the crisis or overcoming it?

The French economy between the COVID-19 pandemic and a new geopolitical situation: relapsing into the crisis or overcoming it?

Sapir Jacques

Статья научная

The French economy, while still recovering from the COVID-19 crisis, is currently dealing with special problems that have emerged due to the new geopolitical situation. Signs of weakness in the French economy at the beginning of the year may turn into an actual recession in 2023. The latest forecasts are particularly pessimistic in this regard. Since Russia has terminated its oil and gas deliveries after the sanctions imposed by the European Union, the French economy is at risk of serious inflation issues. Delivery interruptions can have significant negative consequences for France primarily due to their indirect impact resulting from the influence on its neighbor, Germany. The inflation that has hit the French economy and other economies of the European Unions is a kind of inflation caused by deficit rather than excessive demand. The French government, which spent considerable amount of money to protect people and businesses during the COVID-19 crisis, is faced with the need to provide significant assistance again. Both fiscal and monetary policy will be disrupted. A sharp increase in public debt is also expected. France has encountered an unprecedented economic situation, when the rules of a market economy seem powerless in the face of incoming problems. Economic planning, similar to the one that was used from 1946 to the end of the 1960s, probably represents the best opportunity for the French economy to adapt to the consequences of the new geopolitical situation.

The features of state regulation of agricultural and rural development of territories in Hungary

The features of state regulation of agricultural and rural development of territories in Hungary

Keszthelyi Krisztian

Статья научная

The purpose of this paper is to highlight the effects of the rural development, particularly the main role of the subsidy system. The determining part of the agricultural and rural development is the relevant effective subsidy systems. The study is focusing on the New Hungarian Rural Development Programme operating specialities and influence, which are my PhD study main components. Political goals and directions can be manifold; they are determined by the leaders’ vision, way of thinking, ideology, and view of spatial structures. At the same time, the development, i.e. the series of actual interventions and their technique, stems from the particularities of the area system. [1]; [2] After 1990, a change of the model took place in central and eastern European countries, the centralized, state-centred national administration had to be replaced with a democratic public administration. The relationship between central and local bodies had to be placed on new foundations, the same had to be done with the fulfilment of the tasks of the State and those of local governments. The countries of the region are characterized by continuous pathfinding [3]. At the time of EU accession in 2004 and even before that, Hungary was entitled to pre-accession funds such as ISPA, SHAPARD, PHARE [4]; [5]; [60]. The purpose of my paper is to shed light on the regional effects of rural development in regional politics, and among them, the decisive role played by the aid system. A key element of the possibilities of agricultural and rural development is the effective operation of relevant aid systems. The study focuses on the operational features of the New Hungary Rural Development Programme and their effects, which comprises an important part of my PhD thesis in the process of being completed.

The hermeneutic-educational paradigm for a training management in a civic and social sense

The hermeneutic-educational paradigm for a training management in a civic and social sense

Pagano Riccardo, Schiedi Adriana

Статья научная

The idea that the long-life and long-life learning are preparatory to the civic-political, economic and social development of the present society of knowledge, is now a fact. Nevertheless, in the educational process, today, complaints are still heard about an insufficient ability to interpret the change, to design training programs which can affect the civic education, the sustainable development and the welfare of an area. All that requires a managerial education, based on a hermeneutic-educational paradigm, to optimize the management of public and private educational institutions to capitalize on human resources and to direct them to the acquisition of civic-social skills to use long-life in order to promote social awareness and civic competence. This managerial training will formalize real laboratories of civic-mindedness in public and private educational institutions, it will raise the awareness of cooperative learning, it will activate some practices of responsible citizenship and will urge the civic consciousness in the European dimension...

The link between unemployment and industrial production: the Fourier approach with structural breaks

The link between unemployment and industrial production: the Fourier approach with structural breaks

Gunduz Murat

Статья научная

The purpose of this study was to investigate the long-term relationship between unemployment and industrial production during structural breaks in the United States. We used monthly data from the Industrial Production Index and the unemployment rate between January 1948 and October 2018 to analyze this relationship. We found the stationarity of the time series used using the Fourier KPSS stationarity test, which enabled a stationarity analysis, including with the existence of structural breaks. As a result of the stationarity analysis, we did not find any stationarity in either series. We then used a Fourier Shin cointegration analysis to investigate the long-term relationship between the industrial production index and the unemployment rate. This test demonstrates its difference from other cointegration tests considering the time and shape of these breaks in the presence of structural breaks. According to the cointegration analysis results, we found a long-term relationship between the U.S. unemployment rate and the industrial production index variables. These results indicate that sudden structural changes in the industrial production index have an effect on the U.S. unemployment rate in the long term. We then used the Least Squares with Breaks Bai-Perron break type method to determine the structural break periods and the coefficients of these periods. We found the years 1958, 1974, 1990, and 2007 to be when the structural changes occurred.

The role of individual responsibility in territorial development

The role of individual responsibility in territorial development

Gerencsr Ilona

Статья научная

Within regional science, there has always been a great deal of emphasis on examining territorial differences. When defining development directions, it is important that territorial levels can be identified individually. One of the characteristics of settlements is a lively social life. This will provide an opportunity for the population to live their individual social and cultural life. In settlements where the population is active, people usually love to live, and their inhabitants want to improve their physical and cultural life. They work like a great family, they form a community. In some of cases, settlement leaders place great emphasis on community development. The leaders of the settlement formally try to ensure the development of the settlement with local regulations, however they also have informal tools that they can use for the benefit of their community. In addition to executives, the individual has an important role in community building. The active behavior of individuals in community building can greatly contribute to a successful settlement. The study examines several local communities with qualitative and quantitative modifiers, and presents success factors within each community. The purpose of the study is to approach communities from a new perspective. Previous research has generally examined communities on the basis of their characteristics, ethnicity (minorities), spatial concentration (school communities). This study attempts to highlight the relationship between territorial development and individual responsibility, taking into account all aspects of communities. It is important to note that the purpose of this study is not to present complete research findings (correlation studies on individual factors: age, educational attainment, income, and their impact on communities), partly because of the scale and partly because of future research plans. The research results confirm that the level of development and development potential of the regions are largely determined by the composition of the human factor living in the given space. Decisions made by decision-makers taking these principles into account can really contribute to the development of areas. Scientific study of such development results coud be a goal for future research.

Trends in the development of forestry in Russia and Finland

Petrov Vladimir N., Katkova Tatyana E., Karvinen Sari

Статья научная

The article is devoted to the forestry in Russia and Finland considered through economic relations developing under the influence of national forest legislation and state forest management systems. The purpose of the article is to assess the trends in the development of forest relations formed within the framework of national forest regulations and their respective forest management mechanisms on the example of two countries: Russia and Finland. The study is based on a system approach to forestry considered from an ecological and economic perspective, using subject-object, abstract and logical methods, comparative, spatial, statistical analysis, modern theories of sustainable development, as well as foreign and domestic experience of forest relations. The research novelty lies in revealing trends in the development of forest economy formed under the influence of national forest legislation systems, forest management systems taking into account population’s opinion. The ratio of organizational-administrative and economic methods of forest management by public authorities of the two countries are analyzed. The economic efficiency of forest management in two countries is compared through contrasting costs and revenues of forestry. The positive and negative trends of the Russian forest economy since the beginning of the administrative reform in the country are analyzed. Trends in forest economy, environment and sociology showed are more negative rather than positive. The research results can be in demand by research institutions forecasting the development of sectoral economies, forest organizations for building economic relations between the state, forestry business and the population. The study can be continued in terms of assessing trends in the development of forestry as an eco-economic system with a long manufacturing cycle, taking into account the new paradigm of thinking about the role of renewable forest resources in human life.

Universities in transition: the 6I model for strategic governance and management

Universities in transition: the 6I model for strategic governance and management

Caro-Gonzalez Antonia, Ferreira-Lopes Luana

Статья научная

The 6i Model (Caro-Gonzalez, 2019) offers an archetype for research management to devise and implement integrative institutional strategies by combining six dimensions that start with ‘i’: internationalisation, interdisciplinarity, intersectorality, impact, innovation and inclusion. This innovative model focuses on the expanding critical role of universities as social innovators and proposes ways to shape performance through principles of collaboration (international, interdisciplinary, and intersectoral) and values-based rationales for action (impact, innovation, and inclusion). When adopted strategically, these dimensions can reconfigure universities’ multi-level fields of action, transforming their often slow and disconnected institutional changing processes. By analysing the case of the University of Deusto, Spain, and using a qualitative approach, this paper aims to critically examine whether this comprehensive model can be a powerful improvement methodology for the strategic governance and management system of university research. The research unveils the way the model performs in practice and unfolds its key performance features and critical success factors while addressing the fundamental challenges and barriers faced by universities nowadays. The research carried out suggests that a holistic view of research management can better inform research policy, support decision-making, and generate more focused and integrative implementation of the research strategy. Based on this research strategy framework at a specific university, further implementations and assessments of the model in other institutions and settings will contribute to further explore the potential of the 6i model as a comprehensive strategic design with which universities can steer their priorities, activities and role within local, regional and global ecosystems
