Supply chain management as a driving force for generating competitive advantage for dairy companies

The study aims to uncover the reserves to generate competitive advantages for the participants of the market of perishables in the case of the dairy sector due to the formation of effective supply chains, as this category of goods is the most demanding in terms of periods and conditions of transportation and terms of preservation. The research technique is based on the concepts of value chains and supply chain management. In order to optimize the distribution of functions between the participants of the dairy chain a process-based approach has been applied. The research has revealed the main reasons for high aggregate costs and the places of their formation at each stage of the dairy supply chain. The article proposes the mechanisms to address three main problems arising from the process of building relations between the participants of the dairy supply chain in Russia. These problems are associated with a disproportionate margin distribution between the participants of the chain, with non-compliance of the quality of raw milk with the requirements for the production of specific types of dairy products, and with distrust of the supply chain participants, which increases transaction costs and forces to create reserve supplies which reduce the competitiveness of the whole dairy supply chain in general...

Sustainability as the basic principle of responsible budgetary policy

The author touches upon rather critical issues of management of the regional budget system sustainability. The prospect to studying this issue is confirmed at the highest level - by the RF President. The article indicates that the main components of the budgets financial sustainability concept are the following: the territory's self-sufficiency (independence), its solvency, income and expenditure balance. The swot analysis of the public finances state in the Northwestern Federal District regions has revealed lowering independence of the territories, debt burden deterioration in the post-crisis period and the unsolved problem of income and expenses imbalance. The study shows the territories' capacity constraints to find additional financial resources, although the anti-crisis instruments of the budget process (regional reserve funds) are not used in full measure. The analysis has resulted in the development of directions to stimulate the regional budget system sustainability, such as the modernization model of fiscal federalism, strengthening and development of tax potential, improving the budget expenditures efficiency and encouraging the use of regional reserve funds potential. According to the author, the timeliness of these measures is to be achieved through continuous financial situation monitoring in the RF subjects.

The phenomenon of social institution and its theoretical definition

Theoretical description of institutions as social phenomena requires that their adequate model be constructed. However, the concept of “social institution” has no universally accepted definition. The article discusses the phenomenon of social institution and analyzes its definitions. Researchers consider social institution from several points of view, but the existing definitions do not reflect all the features of social institutions. It has been recently acknowledged that institutions need to be developed slowly, and radical changes in social institutions often cause serious deterioration in their functioning. The theoretical model of social institution should explain the reasons for this stability. A good model should also explain other properties of social institutions, for example, their system and structural features. The paper proposes the model of institution as an open social system with blurred boundaries and an uncertain number of participants. The study of permanent migration of economically depressed regions

Russia's development in the post-Soviet period is characterized by enhanced interregional socio-economic disparities, emergence of different kinds of troubled territories including depressed areas. The group of depressed regions includes ten constituent entities of the Russian Federation where economic recession is accompanied by reduction in the number of residents and the population outflow as a result of permanent migration. The purpose for this research is to identify the specific features of migration processes in economically depressed regions and elaborate proposals to optimize migration policy. The information base of the research is represented by official data of Rosstat. The article analyzes the processes of permanent migration in depressed areas, proposes periodization of migration process in the post-Soviet period and defines the reasons for the occurred changes. The legislative framework of taxation of agricultural producers in the Russian Federation is considered. Based on the analysis of taxation of agricultural enterprises of the Vologda region a conclusion about the imperfection of state tax regulations in the agricultural sector is made. Ways of improving the unified agricultural tax, allowing increasing the profitability of this regime are suggested.

The “May” decrees of the president: objective, indicators, implementation dynamics

Two and a half years have passed since the RF President’s adoption of a number of decrees aimed at improving social welfare of the citizens. The objectives of the given legal documents concern the issues of education and science, health, demography and social policy, economy and foreign policy, military service and development of the Armed Forces of Russia, inter-ethnic harmony, governance and quality of housing and utility services. V.V. Putin has set targets to be achieved in Russia by 2020. However, the acute budget crisis of regional systems hinders the implementation of Presidential Decrees.This article provides the reader with the analysis of the achieved results and states the problems of “May” requirements funding. In addition, there are possible options for the implementation of the targets laid down in the presidential decrees in the prescribed period.

This article deals with the theoretical aspects of temporal databases. There is one of the definitions of temporal databases in the first part of the article which reflects the essence of temporal databases exactly. The existing approaches to temporal databases are also described in the article as well as three approaches to create such databases are highlighted. The article proposes a way to implement temporal extension for existing relational databases. Therefore new data types and new operations with them are proposed. All descriptions are given through the abstract data types. The final part of the article deals with the application of temporal database to store the social and economic information and creating of DB to keep the results of monitoring studies.

Tools for state regulation of the region's agriculture

The article analyzes the issues of providing state support to agricultural enterprises in the Vologda Oblast. It classifies its municipal districts according to the production potential of agriculture. On this basis, the article proposes the ways of reducing the differentiation of the districts according to the level of their capacity development by using the tools of budget support, lending, leasing, and insurance. Furthermore, the article provides calculations of their efficiency.

Trends and promising models forming industrial clusters in the Russian Federation

The purpose for the research is to develop and substantiate the models forming regional industrial clusters amid modern Russian economy. The article presents performance indicators of economic space clustering in Russian regions, identifies the main stages and prospects for generating of the “fourth wave” of clustering. The study formulates the quantitative approach to identifying regional industrial clusters and their further parameterization in the framework of a comprehensive multi-level clustering model of economic space of the region. In contrast to similar studies, the research focuses on trends in the formation of innovative multi-cluster units which integrate cluster initiatives for the development of high-tech industrial production. The purpose of the paper is to study the essence of agent-based modeling, defining its features and prospects of usage in the modeling of socio-economic development of territories and systematization of domestic and foreign approaches to the development of prototypes for agent- based models of territories. Information basis for the research comprised the works on agent-based modeling by Russian and foreign scholars, especially articles and monographs of scientists of the Central Economics and Mathematics Institute under the Russian Academy of Sciences, papers presented in an international journal The Journal of Artificial Societies and Social Simulation and other sources available on the Internet. Welfare of the population as an indicator of modernization potential of the territory

The article presents the results of a research into population's welfare as the basis of modernization processes. The authors carried out a comprehensive analysis of statistical and sociological data and highlighted the specifics of welfare in Russia and in the Vologda Oblast in terms of formation and use of money income; they also revealed the proportion of the population who are objectively ready to economic modernization. The authors revealed the emerging positive trends that show increasing involvement of the population in the savings-and-credit models. However, the scale of changes is not so great, and it covers only a small part of highly well-off population. In order to assess regional specifics, the authors grouped the RF subjects according to the level of income inequality of the population and other parameters of welfare that have an impact on the modernization potential of a territory.
