Socio-economic condition of the regions specializing in metallurgy: 2011 results

In 2010 ISEDT RAS scientists began their research on the problems of budget allocation sufficiency in the Vologda Oblast, which turned out to be the most vulnerable RF subject regarding the global financial crisis impact on the regional economy, where metallurgical production is the key development factor. The study of the tendencies and scope of crisis consequences determined the need to conduct a comparative analysis of the socio-economic condition in the Vologda Oblast and other RF subjects possessing major typological peculiarities of the regions specializing in metallurgy - the Lipetsk Oblast and the Chelyabinsk Oblast. The results of the analysis conducted in 2010 - 2011 were published by ISEDT RAS. The problem is being studying by ISEDT RAS this year. The article provides the analysis of the main socio-economic development trends in the regions specializing in metallurgy for 2011. The analysis serves as the basis for assessing the condition of territorial budget systems.

There are radical changes in Russia, which cover all the aspects of public life. They cause problems in the society and provoke conflicts in various spheres of public life. The key moment that raises tension in the society is a population living standard. In the political system there is a transformation of property institution, public living conditions and socio-political structure of the society. These changes have entailed the evolution of population mentality. The analysis and management of transformation process in all the systems allows to reduce social tension.

Stages of control of regional development in Russia

The article considers the dynamics of the system of regional development state regulation in Russia. The stages of state regulation are identified through the use of dialectical and historical-logical analysis methods. The basic goals, achievements and shortcomings are identified at each stage. The consequences of regulation are considered under the prism of asymmetry problem of socio-economic space as a reflection of dominant values of sociality or effectiveness in regional policies, and as a measurement of practical management effectiveness. The conclusion on the substantial theoretical and methodological shortcomings of regional development regulation is argued.

Strategic regulation of structural transformations in the economy of the single-industry town

The article considers the problems of strategic regulation of the structural transformations processes in the single-industry towns' economy. The author substantiates the view that its future economic development directly depends on the activity of the town-forming enterprise and presents the algorithm of restructuring program formation. The contents of the main algorithm blocks (stages) are studied in detail. According to the author, the fundamental point in the proposed algorithm is to evaluate the features of the town-forming enterprise in ensuring the implementation of the social objectives of town development. This issue is in focus. The author indicates the necessity to develop the enterprise restructuring program and single out the best option to diversify the town's profile economic structure. In this regard, the article suggests the schematic diagram of the choice and objectives of effective diversification option. According to the author, the options generation procedure for the diversification profile structure of single-industry towns' economy should base on the strategic analysis of the town's economic capacity to identify the competitive advantages of single-industry towns and possible barriers to diversification processes. The author notes that the options implementation will require various types of resources and first of all, investment, labor, energy and land ones. The article provides detailed recommendations on this issue.

Strategic reserves of labor productivity growth in the regional economy

The article work investigates features of labour productivity in regional economy and defines level and dynamics of labour productivity on separate branches and an economic complex as a whole. The problem of growth in labour productivity is connected with specific activities of branches and the enterprises. It is revealed factors making the greatest impact on labour productivity. Considerable influence on labour productivity renders motivator - wages level. It is revealed possibilities of increase of labour productivity under conditions of financial and economic crisis, it is developed the measures directed on increase labour productivity in the basic branches of region’s economy in 1.5 - 2 times during the period 2008 to 2020.

In the Russian scientific literature there are many papers published in which special attention is paid to the discrepancy between the economic interests of the metallurgical companies owners and enterprises controlled by them, and the tasks of national development and addressing the problems of social and economic growth in the regions and cities where the facilities of ferrous metallurgy industry operate. However, the global crisis that broke out in the second half of 2008 has brought the new plots in this respect. The article represents the new results of the ongoing researches “The influence of the metallurgical corporation owners’ interests over the national and regional development”, which are carried out in the ISEDT RAS under the direction of Doctor of Economics, Professor V.A. Ilyin. The first article, which dealt with that problem, represented the analysis of the financial and economical activity of the largest ferrous metallurgy corporations in Russia (OJSC “Severstal”, Novolipetsk Steel, Magnitogorsk Iron and Steel Works) with all their segments on the basis of the reports prepared by the international standards. However, those reports didn’t contain sufficient information about the parent enterprises of the corporations. The article describes the specifics of marketing of engineering products for industry. A systematic approach to the formation of products promotion on the market and parametric (model) series as a promotional tool are proposed. On the example of Vologda enterprise it is shown that constructive stock keeping policies aimed at creating versions of products throughout their life cycle facilitates the successful marketing and is a factor in increasing production efficiency.

The three-year budget: should we wait for stability?

For the first time the Vologda oblast accepted the budget for three years. In the conditions of sharp means’ deficiency it is not an easy task to generate the main financial document in such a way so as to follow the social orientation and to list in the means for economic growth. In the article the basic results of the regional budget’s consideration (for the period from 2011 to 2013) having been carried out by the ISEDT RAS are represented. The main objective of the analysis was estimation of correspondence of the budgetary parameters to the prior problems of the area’s development, to the growth of its population’s well-being, to providing of the macroeconomic stability.

The transition from extensive to intensive demographic policy

The article analyzes the “window of opportunities” to overcome the demographic crisis through the actualization of intensive approach to the implementation of demographic policy. The main areas of this approach, according to the author, include the redirection of demographic policy from the quantity to the quality of the population, the accumulation and realization of human potential; the adjustment of migration policy taking into account the strategic interests of the indigenous peoples of Russia; the provision of support to traditional values of the Russian people with regard to family life and happiness. The transition to intensive demographic policy can serve as a long-term basis for improving the demographic situation.

The paper summarizes the approaches to the definition of the category “economic security of the region”, gives its author's interpretation. The main threats to economic security are defined, the characteristic of their manifestation is presented. An analysis of major trends of socio-economic development of the Vologda oblast for the period from 2000 to 2009 is carried out, the most obvious threats to its economic security are revealed. The problems of regional economic policy the solution of which is aimed at ensuring economic security in the region are formulated.
